The Faculty of Sharia and Law at Thamar University Inaugurates Its First Scientific Conference "Rulings and Constants of the Ummah, From the Light of Prophethood to the Issues of the Ummah"

◼️The Faculty of Sharia and Law at Thamar University inaugurated, today, Wednesday, the proceedings of its first scientific conference, entitled "Rulings and Constants of the Ummah: From the Light of Prophethood to the Issues of the Ummah," under the patronage of Prof. Dr. Mohammed Mohammed Hassan Al-Haifi, the Rector of Thamar University, and with the participation of a distinguished cohort of academics, researchers, judges, lawyers, and official and community figures. The conference convenes in conjunction with the commemoration of the anniversary of the Prophet's birth (Al-Mawlid Al-Nabawi Al-Sharif), within the framework of the university's orientation towards enhancing scientific research and employing Islamic legal and juridical studies in the codification of the Ummah's issues and addressing its contemporary challenges.

The inaugural session commenced with the recitation of verses from the Holy Qur'an, followed by the national anthem ceremony, signaling the launch of the conference proceedings, which bring together a select group of researchers and academics to deliberate upon a number of legal, juridical, and intellectual issues pertaining to the rulings and constants of the Ummah, and to draw inspiration from the Prophetic guidance in addressing its contemporary concerns.

In his opening address, Dr. Adel Bader, Acting Minister of Electricity, Energy, and Water, commended the convening of the first scientific conference of the Faculty of Sharia and Law, considering its organization as a qualitative addition to the scientific and academic activity in Dhamar Governorate, particularly in light of the great religious occasion embodied by the anniversary of the birth of the best of humanity, Mohammed ﷺ. He cited the Almighty's saying: ﴿وَإِنَّكَ لَعَلَىٰ خُلُقٍ عَظِيمٍ, and the Almighty's saying: ﴿وَمَا أَرْسَلْنَاكَ إِلَّا رَحْمَةً لِّلْعَالَمِينَ﴾

Dr. Bader expressed his pride in participating in this scholarly assembly hosted by the Faculty of Sharia and Law, commending the distinguished academics and professors it encompasses, and expressing his hope that this first conference would serve as a nucleus for successive scientific conferences, and that its proceedings would yield rigorous academic recommendations with a positive impact on both the legislative and Sharia dimensions, thereby serving society and enriching knowledge.

From his part, Mr. Mohammed Nasser Al-Bukhayti, the Governor of Dhamar Governorate, affirmed that Yemeni people's commemoration of the Prophet's birth anniversary embodies the profound connection of Yemenis to the Messenger of Allah, Mohammed ﷺ, and reflects his firmly rooted status in their consciousness. He noted that the difficult circumstances, aggression, and siege have not prevented their extensive engagement with this occasion.

He pointed out that the scientific, cultural, and religious activities accompanying the occasion represent an opportunity to derive lessons from the Prophetic biography (Sirah) and to renew the connection with the Prophet's ﷺ approach, emphasizing that Yemenis have historically maintained their positions in supporting the causes of the Ummah, foremost among which are Palestinian cause and Jerusalem, despite various challenges and circumstances.

Governor Al-Bukhayti drew attention to what has been mentioned in the Prophetic hadiths praising the faith and wisdom of the people of Yemen, considering that the extensive presence and engagement in the Mawlid activities reflect the continuation of this historical connection with the Messenger of Allah ﷺ.

He affirmed that the commemoration should transcend the celebratory aspect to invoke responsibility towards the Ummah's causes, and to enhance awareness in confronting challenges targeting the Ummah, its identity, and its independence.

Governor Al-Bukhayti commended the role of Thamar University and the Faculty of Sharia and Law in organizing the conference and the scholarly papers and research it encompasses, stressing the importance of the university's continued organization of conferences and scientific activities that enrich knowledge, enhance scientific research, and bridge academic studies with the issues of society and the Ummah.

In the address of the conference patron, Prof. Dr. Mohammed Mohammed Hassan Al-Haifi, the Rector of Thamar University and Honorary Rector of the conference, welcomed the participants, researchers, and academics, commencing his address with the Almighty's saying: ﴿يَرْفَعِ اللَّهُ الَّذِينَ آمَنُوا مِنكُمْ وَالَّذِينَ أُوتُوا الْعِلْمَ دَرَجَاتٍ ۚ وَاللَّهُ بِمَا تَعْمَلُونَ خَبِيرٌ﴾

The University Rector expressed his pride in the distinguished attendance at the conference, extending his thanks and appreciation to the guests and researchers who undertook the hardship of traveling from outside the governorate to participate in the proceedings of the first scientific conference of the Faculty of Sharia and Law, affirming that their presence in Dhamar, the city of knowledge and scholars, embodies the unity of stance and purpose, and reflects academic solidarity in confronting the challenges besetting the Ummah.

Prof. Al-Haifi asserted that this conference comes in support of the Prophet ﷺ, in fulfillment of the cause of Jerusalem, and in solidarity with the causes of the Ummah, convening at a critical juncture that requires academic and research institutions to assume their role in presenting the word of truth grounded in legal evidence and rigorous juridical analysis. He emphasized that academic scientific research should be directed towards the Ummah's policies, defend its constants, and draw inspiration from the light of Prophethood in addressing its contemporary issues.

He noted that the convening of the conference amidst the current challenges facing the country, and in light of what he described as the siege and the Saudi-Zionist-American aggression, represents a message of steadfastness affirming, in conjunction with the anniversary of the Prophet's birth, that Yemeni universities will remain beacons of knowledge and learning, and that scientific research is capable of continuing its role despite the varied circumstances.

He emphasized that the research output of the participants over the two days of the conference represents a genuine wager in exposing the policies of adversaries and mobilizing the Ummah's capacities with scientific facts, appreciating the participation of judges, lawyers, and researchers who have contributed to enriching this academic event.

The University Rector elaborated that the conference represents an academic platform for grounding positions and building awareness through three main tracks: the first is the foundational track, aimed at drawing inspiration from the Prophetic biography as a life methodology in confronting challenges, and linking the commemoration of the Prophet's birth with manifestations of fidelity to the Ummah's causes. The legal and Sharia track addresses the substantiation of the legitimacy of resistance, the refutation of Zionist violations, and the grounding of the rulings of Yemeni steadfastness in confronting aggression. Meanwhile, the criminal and international track focuses on activating international responsibility towards sanctities, and demanding the protection of oppressed peoples in Palestine, Yemen, and Iran, in accordance with a sound Sharia and legal vision.

In the guests' address, Dr. Mish'al Al-Rifi, the General Director of the General Electricity Corporation, commended Thamar University and its leadership, as well as the first scientific conference of the Faculty of Sharia and Law, considering the faculty one of the important academic institutions in Dhamar Governorate.

He affirmed that higher education institutions in the Republic of Yemen have managed to withstand the difficult conditions imposed by years of siege and aggression, along with the accompanying targeting of educational and research capacities, academic staff, and educational infrastructure.

Dr. Al-Rifi linked the significance of the conference's convening with the noble Prophetic occasion, praising the academic steadfastness and resilience demonstrated by Yemeni universities, and the hardships and difficulties borne by students and academic staff. He emphasized that Yemeni people, who supported the Prophet ﷺ and historically contributed to the spread of Islam and conquests, have managed to confront conspiracies and challenges, preserve their decision-making and independence, and continue to support the causes of the Ummah.

In a rigorous scholarly intervention, Dr. Abdullah Mohammed Al-Buhaysi, Palestinian by identity, hailing from Gaza, the land of steadfastness, struggle, and resistance, presented an academic analysis through which he connected the objectives of the scientific conference of the Faculty of Sharia and Law with the history of the Yemeni people in supporting the religion of Allah, His Messenger, and the causes of the Ummah, as well as their distinctive engagement and influence in the Ummah's fateful issues.

Dr. Al-Buhaysi commended the leadership of Thamar University, the Faculty of Sharia and Law, and the organizers of the conference and its scientific axes, considering that its proceedings will contribute to enriching the Islamic library and shedding further light on the Prophetic biography, its values, and its implications. He congratulated Yemeni people, the people of the Ansar, on the approaching anniversary of the Prophet's birth, and the esteem and status it holds in the Yemeni consciousness.

From his part, Prof. Dr. Abdulkarim Al-Bahla, the Dean of the Faculty of Sharia and Law at Thamar University, affirmed that the Faculty's progression, in its second year since its establishment, towards organizing a scientific conference of this caliber, coinciding with the commemoration of the Prophet's birth anniversary, represents an encouraging step reflecting the faculty's vitality and its aspiration to fulfill its scientific and research role.

Dr. Al-Bahla expressed his appreciation for the engagement of the state leadership, the university, the community, and researchers, thanking them for the attendance the conference has enjoyed. He also extended his gratitude to all the leadership of Thamar University, its staff, faculty members, students of the faculty, and everyone who contributed and cooperated in making the faculty's first scientific conference a success.

Following the inaugural ceremony, Prof. Dr. Mohammed Mohammed Hassan Al-Haifi, the Rector of Thamar University and Honorary Rector of the conference, was honored with the Founder's Shield of the Faculty of Sharia and Law, in recognition of his role in supporting the faculty and enhancing its academic and research trajectory.

The conference opening was attended by the Judge Dr. Mujahid Al-Amdi, the Chief Judge of the Court of Appeal in Dhamar Governorate, Mr. Hassan Abdul Razzaq, the member of the Shura Council, and Mr. Ahmed Hussein Al-Dawrani, the First Deputy Governor of Dhamar Governorate and Head of General Mobilization in the Governorate. Also in attendance were the leadership of Thamar University, foremost among them: Prof. Dr. Abdulkarim Zabibah, the Vice-Rector for Graduate Studies and Scientific Research, Prof. Dr. Adel Abdulghani Al-Ansi, the Vice-Rector for Academic Affairs, Prof. Dr. Essam Wasel, the Rector's Assistant for Research Centers Affairs, Dr.

Mohammed Hutrum, the General Secretary of the University, and a number of college deans, center directors, university leadership, and academic and administrative staff.

The ceremony also witnessed the presence of the Dean of the Faculty of Administrative Sciences, the Dean of the Faculty of Education Dr. Ahmed Al-Hadi, the Vice Deans of the Faculty of Sharia and Law, the Governor's Advisor Samir Al-Qanun, and the Director of the Education Office in the Governorate Ahmed Al-Hadi, along with a distinguished group of academics, researchers, judges, lawyers, and students of the Faculty of Sharia and Law, in a scene that reflected the breadth of academic engagement with the conference and the faculty's mission in serving scientific research and grounding the causes of the Ummah.
